Securing Japan's Semiconductor Supply Chain
Under its Economic Security Promotion Act, Japan supports investment in conventional chips, chipmaking equipment, materials and raw materials to secure their supply. METI had certified 23 projects by December 2024, including SiC power chips, microcontrollers, package substrates and lithography tools.

What the program covers
Japan's Economic Security Promotion Act lets the government support the stable supply of goods designated as critical. For semiconductors, METI published its policy in January 2023 and revised it in March 2024. It covers four groups, separate from the leading-edge fabs supported under the 5G Promotion Act (see Japan's semiconductor subsidies).
| Group | Covers | Minimum investment |
|---|---|---|
| Conventional semiconductors | Power semiconductors, microcontrollers and analog chips | 30 billion yen (200 billion yen for power semiconductors) |
| Manufacturing equipment | Semiconductor equipment and the parts and materials used to build it | 30 billion yen |
| Semiconductor materials | Materials such as package substrates and SiC wafers, and their parts and inputs | 30 billion yen |
| Raw materials | Yellow phosphorus, helium, rare gases and fluorite, and products made from them | — |
Budget and certified projects
The program was funded with about ¥368.6bn in the fiscal 2022 supplementary budget and about ¥437.6bn in the fiscal 2023 supplementary budget. As of December 27, 2024, METI listed 23 certified projects totaling about ¥418.5bn. Examples are below; amounts are the maximum subsidies.
- ROHM, Toshiba Electronic Devices & Storage: SiC and Si power semiconductors (Miyazaki, Ishikawa), up to ¥129.4bn
- Fuji Electric (power semiconductors): SiC power semiconductors, epitaxial wafers and wafers, up to ¥70.5bn
- IBIDEN: FC-BGA package substrates (Ono, Gifu), up to ¥40.5bn
- Shinko Electric Industries: FC-BGA package substrates (Chikuma, Nagano), up to ¥17.8bn
- Renesas Electronics: Microcontrollers (Ibaraki, Yamanashi, Kumamoto), up to ¥15.9bn
- Canon: i-line and KrF lithography systems (Tochigi, Ibaraki), up to ¥11.1bn
How it fits with other policies
Supply-security support targets mature chips and the supply chain behind them, while large subsidies for leading-edge fabs (JASM, Micron, Kioxia) and research funding for Rapidus are handled separately. Export controls on chipmaking equipment are covered on Japan's export controls.
